AWS Activate vs Microsoft Founders Hub

With no referral, Microsoft Founders Hub is the more generous of the two: its allocation is self-serve and released in stages as you progress. The AWS Activate headline is a partner tier, so a founder applying cold receives the much smaller Founders tier.

This is the comparison that matters when nobody has referred you, and it is the one the published numbers describe worst. Both programs advertise a six-figure ceiling. Only one of them hands a bootstrapped founder anything close to it.

Applying cold: start with Founders Hub

It is the only one of the two whose meaningful tier has no gatekeeper. Take it, build on it, and come back to AWS later with an Organization ID to quote rather than burning the Activate application on the small tier now.

Already on AWS: take the Founders tier anyway

It is small and it is quick, and claiming it does not consume a future Portfolio application. The requirements are an AWS account already on a paid plan and a live company website, which is a lower bar than most founders assume it is.

The Organization ID is the whole game

One field in the AWS form separates the two tiers. If you are talking to any accelerator, incubator or fund, ask whether they are an Activate provider before you submit, because the tier is not something you can upgrade afterwards without reapplying.

Yes, and it is common. Neither program forbids the other. Teams often run production on one and put build agents, batch work or a recovery copy on the second, which is the cheapest honest way to consume a credit you did not plan around.
